RCH167 C-17A 01-0194 landed earlier this morning, according to fightercontrol this departed Tinker as well.
Any chance this is E-3 will be deployed in GK for a longer period, perhaps for Baltops / Saber strike/Ample Strike exercise on the way this week?

SCOUT21 on [259.650] which is also a known callsign for 970th AACS (AFRC) / SCALP is a B52 callsign.
