What the hell is going on over here??

Probably something to do with dangerous substances/fire brigade. Can imagine that some fluids used in aircraft/engines are not that healthy. It is not an CBRN (new name for NBC) incident. He would covered every piece of skin/hair etc and probably use breathing gear that is resistant to chemical weapons.
