Well, one exception is organ/donor flights.
JNL is doing a fair ammount of these flights the last months into several Dutch airports.
But that is not the reason most of the time. See below. (taken from AIP )

@ SPL-east last night (At least till 0345 today) was Avanti I-FXRG.
