Hello Diego,
Spotting at Volkel will give you no trouble with the police if you follow the normal traffic rules.
On the road to the spotters place at the 24 side and the road crossing the landing parking AND stopping is prohibited.
So if you want to park and leave your car, do so at the spottersplace. There is a good parking place there. The police and military police check often.
On the 06 side there is a parking place as well. On that side watch the road signs when coming from the direction of Uden : it is forbidden to make a left turn to the parking place.
Photographing the planes is easy and when you are on the 24 side, a 200 mm lens or larger will do when standing on "the hill". (spot number 1)
Note that the sun will be in front of you most of the day when photographing from the hill.
If you are on the hill facing the runway, walk to the right. The f-16's have a holding point there when awaiting clearance for entering the runway.
If you bring a stepladder, photographing taxiing planes can be done there with even less than 200mm.
Standing at
spot number 3 will alarm the military police, you will be sent away when staying at the fence !
Bringing your car to that place will alarm the MP instantly, when you are there walking it takes a while, but they will come and send you away.
Landing planes on spot number 2 are easy to photograph, the sun is in your back. (spot number 2)
On the 06 side it's more difficult to photograph planes in take-off.

The wind has to be north / east for 06 to be in use. A stepladder must be used for pictures on the runway. Landing planes can be photographed from the parking / spottersplace. (spot number 3)
The distance from place 1 to place 2 is about half a mile.
The distance from place 2 to place 4 is about 2.5 miles.
Flying at Volkel usually starts about 0930.
Note : in the coming weeks nightflying is at the program. Flying starts not earlier than 1500 or even later !
