Is it mil or not??

Last week a boeing 737 was at Salzburg airport (LOWS) with reg.no. A6-HEH.
I thought this was a civil plane, but wenn I looked it up at the scramble database I could find it in the mil section.
Therefore my question; Is this a mil plane or a civil one.

Government if you ask me. But, this is another great example of the question military spotters have quite often. And there are always multiple answers, but I can only give you one good advise: Go spot mil and civ (and gov) so it doesn't matter anymore :)

It's a goverment plane.
A6-HEH 32825 Boeing 737-8AJ BBJ it belongs to the Dubai Air Wing and based at Dubai IAP.
