This week (25-27 sept) the 06L/24R was closed, I guess for some kind of maintenance. I would assume the same reason for the 24L closure. Or maybe it has to do with the upcoming exercise?

What's the name of the exercise?

I don't know about the name.
The exercise is mainly at Büchel in Germany, Volkel serves as base number 2.
As far as I heard we will see Italian Tornado's and Polish F-16s

I believe it's called Dicesive North in the 1st phase. Which was last week with the Italian Tornado,s. And LN F15,s at Buchel.
2nd phase is Cold Igloo and looking at the Notams this is mainly flown in the Southern part of the Eiffel.
If you Google on Notams for Cold Igloo you will find more info about those areas and what days they might fly.
