LATEST UPDATE:

25 April 2019

•The Royal Navy, who are gearing up to fly full operations from their new aircraft carrier HMS Queen Elizabeth later this year,
will be joining the RIAT 2019 static display
with Wildcat and Merlin helicopters,
plus Hawk and King Air fixed wing training aircraft.

I don't see anything of the romanian mig21 on the site. Does anyone know whether it'll come or is it cancelled,

The Romanians were not (yet) confirmed by DBH, therefore you cannot find them on the website. If I recall they kind of self confirmed via internet.

Have indeed not found any announcement on Facebook or Twitter by RIAT itself, or groups/persons referring to an official RIAT page.
The Romanians must indeed have "self-confirmed" their C-27J and MiG-21 ... :oops:

The hungarian website airshowinfo.hu published that the romanians will attend RIAT
They contacted the Ministry of Defence for their foreign participations

And a flypast on Friday and Saturday with aircraft from several countries (including UK, US, Belgium, Germany) to honor 70 years of NATO (RIAT facebook)

United States Confirmed!
It's nearly the weekend and we've got good news for you! We wanted to bring you this news yesterday but we still had a few details to confirm and we knew you wouldn't want to wait until next Thursday.
We can now confirm that the United States Air Force (USAF) will be joining us at the 2019 Air Tattoo with TWO flying displays.

The F-16 Viper Demo Team, flown by Major John 'Rain' Waters will show off the iconic jet over the skies above RAF Fairford for the first time since 2005, whilst the USAF Special Operations Command from RAF Mildenhall will display the popular CV-22B Osprey tiltrotor!

The United States will also be sending a number of static aircraft;
USAFE F-15E Strike Eagle
USAF Reserve Command C-17A Globemaster
USAF Special Operations Command MC-130J Commando II
USAF Special Operations Command CV-22B Osprey
US Navy E-6B Mercury
