Since yesterday the Summer time settings can be used again following the link above.

I still think it's a bit weird to have a forum running al kinds of automated processes etc and not be able to change that setting automatically.

Weird or not, I think it has something to do with the fact that scramble has visitors all over the world and Daylight Saving Time is an European thing (just a part of Europe)

The time change at our forum is done by the moderator team, that is just for the overall forum. A side from this general timeline every account has the possibility to change DST on/off. There for the reminder is posted here

Not true. The US also has this thing. They only adjust at a different time (it is running for two weeks already on the other side of that bit of water). Also there were years when the UK changed at a different date than continental Europe.
