Gaat het hier nu om twee verschillende / concurerende voorstellen of passen ze in elkaar? Ik ben wel benieuwd hoe de twee zich tot elkaar verhouden en wie de initiators achter de voorstellen zijn. Eurocontrol bijvoorbeeld zag ik in een snelle scan in beide voorstellen voorbijkomen.
