Blocked flights are usually private aircraft (biz-planes). The owner can request that info which is sent out by there transponder can be blocked for sites like FR24. As far as I know, most of the times a "blocked" plane is from US origin.

And although Syria and Israel have never been friendly neighbours, I can imagine that Israel rather has a stable unfriendly neighbour like Assad's regime, than the crazy head-chopping fanatics of ISIS, Al Nusra or any other lunatic group of extremists.
