Actually, seems about right:

Netherlands is about 79 times smaller than India.
India is approximately 3,287,263 sq km, while Netherlands is approximately 41,543 sq km, making Netherlands 1.26% the size of India.

Belgium has more aircraft than the Netherlands and it’s a smaller country.

If size/population in relation to the number of military aircraft would count, think of Israel......

I can name more (eg. Greece, Qatar, Singapore)
But the size/population is just a simple way of trying to compare country's air forces.
History, neighbouring countries, national income, wages, economic growth etc. are al aspects which can be used.

And I count 13 aircraft in each row and a few taxing about 50 in total not 75.
